AFAIK if the key is not locked for your country by the publisher it should be activatable on steam despite you not having the ability to buy it in your country. The same problem would arise for me cuz germany is banning what feels like 87% of the whishlist games i wanna play (yes most of em are NSFW)

then there should be no problems for players from Germany who will buy a game here and, say, receive a steam key.
